The voting threshold for a warrant article with zoning changes is typically a 2/3 supermajority. Under a certain set of conditions known as Housing Choice, the voting threshold may be lowered to a simple majority.
Per advise from the Attorney General’s office, the Consensus Warrant Article, and most likely any Warrant Article that includes design standards, will not qualify to be passed under Housing Choice.
