Why doesn't Brookline include bus stations in its transit area?

“When possible, multi-family zoning districts should be in areas that have safe, accessible, and convenient access to transit stations for pedestrians and bicyclists.” EOHLC Guideline General Principles of Compliance

If a transit station isn’t convenient for pedestrians or bicyclists, then it can’t be a hub for a multi-family district. This would probably preclude bus stops along Chestnut Hill Avenue or Clyde St, for example.
